aCITES system provides the national CITES Management Authorities (MAs) and Scientific Authorities (SAs), as applicable, and Customs Authorities with the following main functions:

  • Electronic processing of Permits/Certificates, Including as a minimum
    • Electronic submission of Applications by traders (B2G)
    • Evaluation, processing & issuance of electronic Permits/Certificates by MAs (G2B)
    • Use of valid electronic Permits/Certificates in Customs clearance process (G2G).
    • Use of standardized/harmonized documents, terms, codes & text: CITES electronic permitting toolkit, CITES Purpose codes, CITES Source codes, ISO, UN/CEFACT etc.
    • Implementation of end-to-end paperless procedures
    • Electronic notifications are automatically sent to traders, MAs & Customs
    • Supply chain traceability
  • Electronic Payments – Permit/Certificate processing / issuance / inspection fees & charges can be paid electronically.
  • Interoperability and Electronic Data Exchange (G2G) – Automatic transfer of the electronic Permits/Certificates data across the border
  • Inter-operation with the Customs Declaration Processing System (MA – Customs, G2G), including as a minimum
    • Management of prohibitions and restrictions
    • Automatic verification & acceptance of Permits/Certificates
    • Multi-agency risk-management
    • Recording of results of interventions & usage of valid Permits/Certificates
    • Automatic processing by use of timers.
  • e-Reporting, automated exchange of data between MAs and the CITES Secretariat to meet annual reporting requirements
