aCITES is available to any interested country/organisation free of charge (at no costs, no license fees), in the framework of a technical assistance agreement.

It involves the national CITES Management Authority (MA) and Scientific Authority (SA), the trade community and, eventually, the Customs Administration, if the beneficiary country/organisation decides to inter-operate the national aCITES system with the national Customs IT system.

Three options are available for the operation of the national aCITES system:

  • In the beneficiary country, by the national CITES Management Authority
    The national aCITES system will be installed in the beneficiary country (MA, SA or Customs Administration etc), as decided, in the framework of a technical assistance agreement for provision of training and support during the customisation, testing, piloting and rollout of the system.
  • In the beneficiary country, by the national Customs/Single Window, or a regional organization
    The national aCITES system will be installed in the beneficiary country (national Customs/Single Window environment) or in the regional organisation, as decided, in the framework of a technical assistance agreement for provision of training and support during the customisation, testing, piloting and rollout of the system.
  • Hosted by the ASYCUDA Centre of Excellence/HM Customs Department Gibraltar
    National CITES MA, SA, trade community and, eventually Customs Administration will operate the system. The ASYCUDA Centre of Excellence/HM Customs Department Gibraltar will cover the full ICT and functional support and maintenance. CITES data is owned by the beneficiary country.

The duration of a standard aCITES technical assistance project is estimated at around six months. However, the effective duration of a project and associated budget are subject of the specific conditions in each country and the clarifications with the interested country/organisations.
